As Alaska cruise season approaches, booked travelers are still awaiting confirmed travel guidelines, and Carnival Cruise Line continues to work out details for Alaska sailings.

The difficulty in planning for the 2022 season in Alaska is due to COVID-19 related restrictions in Canada, and details have yet to be released on testing, vaccination or other protocols the Canadian government will require.

Carnival is working to clarify Alaska itineraries

Many ports of call have begun to ease restrictions and encourage more travel, allowing cruise ships to resume their itineraries with fewer port changes or cancellations. Canada, however, has yet to provide details on health and safety guidelines for visiting cruise ships ahead of the Alaskan season.

In a post on his Facebook page on February 23, Carnival Brand Ambassador John Heald said, “With the changes to protocols announced by the CDC last week, we hope to see more clarity specific to Alaska very soon. The problem at the moment is always to meet the requirements of the Canadian government.

Canada’s cruise ship ban ended in November 2021, meaning cruise ships will be able to visit the country for the upcoming summer season. Without guidelines, however, it is unclear what protocols passengers must follow to visit.

Carnival Cruise Line recently updated its health and safety protocols as a line opted for the voluntary CDC program for cruise ships. “If this cannot be resolved quickly, the industry will seek to have government regulations suspended like what happened last year, and our routes will completely bypass Canada,” Heald said.

At the extreme, the entire cruise season in Alaska could be lost, creating a devastating impact on small Alaskan port communities that rely on tourism revenue during cruise season.

Congressional representatives from Alaska, including U.S. Senators Lisa Murkowski and Dan Sullivan, as well as Congressman Don Young, have previously introduced legislation to extend the Alaska Tourism Restoration Act (ATRA) , which allowed cruise ships to bypass Canada in 2021.

While most ships are currently operating in North America and the Caribbean, Norwegian Cruise Line will expand over the next three months to include a variety of destinations including the Pacific, Central America and Europe.

More tests for visitors in transit

After just a few weeks, Puerto Rico will withdraw its testing requirements for visitors in transit. Cruise lines wishing to visit the country do not need to test each guest two days before arrival in Puerto Rico. Instead, proof of vaccination will suffice.

According to the Port Authority, about 60 cruise ships canceled their stops at the San Juan wharf between December 27, 2021 and February 3, 2022, representing multi-million dollar losses for the tourism industry.

All major cruise lines were hit by the government’s impulsive decision, including Carnival, Royal Caribbean and Norwegian Cruise Line, all of which were forced to cancel multiple appeals.

The agreement between the port authority, the tourism industry and the Department of Health stipulates that cruise ship passengers wishing to disembark in Puerto Rico will be required to present proof of vaccination against COVID-19 to disembark. However, passengers leaving the ship and returning home will be required to submit a negative test before disembarking.

The move is not yet final; the Department of Health will discuss the new protocols with affected cruise lines and other affected parties and provide a date when the new rules will be implemented.

Puerto Rico government rules will not affect cruise line regulations, which still require a negative COVID-19 test before boarding the ship.

Puerto Rico hit by huge economic losses

The implementation of the testing requirements, by the government of Puerto Rico, has caused economic losses amounting to millions of dollars for local businesses. These losses are also what drove the current changes forward.

“Currently, there have been many itinerary cancellations and this, in turn, has caused the flight cancellations which lead these tourists to cruise the island and at the same time greatly affect many small and medium-sized businesses in the old San Juan who depend on this market,” said Puerto Rico Hotel and Tourism Association (PRHTA) Chairman of the Board, Joaquin Bolivar III.

So far, no cruise line has announced its upcoming return to San Juan. The fear among local business owners is that cruise lines will be reluctant to come back in force, bearing in mind the potential for more sudden rule changes by the local government.

“It’s one thing for Puerto Rico to remove the test requirement to get off the ship, but we need to see if cruise lines, which had already resumed their itineraries to other ports, will want to return to Puerto Rico,” said a local businesswoman in an interview with El Nuevo Dia.

This was underscored by the director of the agency’s epidemiology office, Sylvianette Luna, who clarified that future sudden rule changes could put Puerto Rico at a disadvantage compared to other destinations. Therefore, the ministry plans to discuss possible new restrictions with cruise lines before they are implemented and when they would be implemented.

Customers may understandably be disappointed that the itinerary has changed so much, but Allure of the Seas will visit some amazing ports again. The very first port of call, in Labadee on Haiti’s north coast, is the cruise line‘s 260-acre private resort destination.

Guests can also relax on pristine beaches, bask in secluded coves, take a historic walking tour, or delve into the traditions and history of the island.

The island destination has been closed to visitors since the cruise industry shutdown began in March 2020, but Allure of the Seas‘ sister ship, Harmony of the Seasbecame the first ship to return to port this week, January 27, 2022, bringing 2,896 enthusiastic passengers to Labadee.

Several ships were scheduled to visit Labadee in late 2021, but civil unrest in the region prompted Royal Caribbean to cancel these tours. British marine technology company Oasis Marine Power Ltd said on Thursday (January 27th) it had completed the first stage of testing of its offshore charging station, hailing the design a success.

This product was the first design under development and is the first of its kind in the world to reach sea trials. It proposes to revolutionize the use of renewable energy for the marine industry, says Oasis Marine Power.

The Oasis Power Buoy is an offshore docking and charging station with a zero-emission power source powered by wind turbines.

Initially intended for wind farm crew transfer vessels (CTV), the Oasis electric buoy meets the critical need for offshore charging of hybrid and fully electric vessels.

Today’s diesel-powered maintenance vessels are responsible for the majority of C02 emissions from an operational wind farm. The Oasis Power Buoy makes zero-emission vessels viable for industry, facilitating significant carbon and cost reductions.

Sea trials took place in the port of Cromarty Firth, Scotland, in January 2022, in the first of a series of trials.

“I am delighted with the test results. We have proven the concept to be viable and are now working to optimize the design,” said George Smith, Director at Oasis Marine Power.

“What we have achieved is a world first, and it is a big step towards dramatically reducing the carbon footprint of the maritime industry.

“Thank you to Cromarty Firth Port Authority and PSG Marine & Logistics Ltd for their invaluable assistance in this trial.”

The Oasis Power Buoy will now undergo further testing and optimization, including sustained sea trials.
